Step 1: Make the Cookie Cups
Preheat your oven to 350°F (175°C). Grease a mini muffin tin or line it with paper liners.

In a medium saucepan, whisk together the lemon juice, lemon zest, sugar, eggs, and flour.
Cook over medium heat, stirring constantly, until the mixture thickens (about 5-7 minutes). Do not let it boil.
Remove from heat and let the lemon filling cool slightly.

Spoon the lemon filling into the cooled cookie cups, filling each one to the top.
Let the filled cups set in the refrigerator for at least 1 hour.
