In a large pan with high sides or a Dutch oven, heat oil over medium/high heat.
Add ground beef, onion, and orange bell pepper. Cook until the beef is browned and the onions are translucent.
Add garlic and continue to sauté for 1 minute.
Stir in the diced tomatoes, smoked paprika, oregano, garlic powder, onion powder, salt, and pepper.
Place chopped cabbage on top of the meat mixture. Cover and let cook for 15-20 minutes, or until the cabbage is tender.
Sprinkle shredded cheese over the cabbage. Cover the pan again until the cheese is melted.
Serve hot.
